St. Patty’s Day Fundraiser – Larry & Maureen Hackbart – Event update for Friday March 15, 2019. Dinner tickets were sold out week’s before event. An enormous amount of silent auction donations was donated to this event. Event set up will be on Thursday March 14 at 1pm at the Old Marina Restaurant. Many thanks to the large number of volunteers who put this event together. A special thanks to Maureen & Larry Hackbart plus Joel Cook, the owner of the Old Marina Restaurant plus staff for spearheading this event.

Townhall Meeting – Art Zymerman – Next townhall meeting to discuss the dredging and future PLCA fundraising events – Tuesday May 14th, 2019

Home Tour Update – Donna O’Krafka – The tour is Saturday June 22, 2019. Donna has 5 homes secured for the event. She also started an event task list to complete for the tour. Additional volunteers needed. Jamie McClintock to assist with ticket and poster printing. David Mitten will assist with contacting all the newspapers/radio stations.

New Director Role Introduction – Director of Communication – Jamie McClintock – In the future, the PLCA will assign one person to communicate all messages to the lake community or redirect them to a specific people. Also, Jamie would like to assist with the redesign of the current PLCA website from a personal style to a business style. All ticket sales for future fundraisers or events, newsletters, meeting minutes, etc. would be available on the website. This will help to improve communication around the lake and save volunteer time.

Reward Program & Consent Forms – Art Zymerman – Email to be sent out by all the area reps immediately. All lake residents who own lake front are requested to sign the consent forms and return them to their area reps on or before March 28, 2019. The area reps to hand in all the completed forms to David Taliano on or before March 28, 2019. The forms with the reward fees and lake front measurements to come later. It is very important to complete the consent forms immediately.

Treasurer Report – Lorne Wallace gave out financials as of February 28, 2019; which accompanies these minutes. He reported that the GST/HST return will be coming in shortly.

ACTIONS Mel spencer will continue revisions of the PLCA bylaws. Compilation of the Info book will continue. Info Booklet – Michel Theriault Compilation of this booklet is moving forward slowly as some info to add to the content is being waited upon. Mel Spencer requests that Art Zymerman, Doreen Tschanz plus one more proof read the draft and then the board will do the final approval.

Donor Board – Art Zymerman Updates are now annually. Lorne Wallace gave Art the 2018 end of year list and Art will order plaques.

Dredging Report – Dave Taliano Dave met with the District MNR regarding a new Work Permit which is the most detailed, most expensive and for 5 years permit of all the necessary permits. To Dave’s surprise and pleasure, the new MNR person in charge of this permit is in 100% support of the dredging project and no renewal permit is necessary. Only necessity is to abide by some “Conditions” that always go with a permit. This is a huge bonus saving mucho dollars!!! The GRCA is very supportive also without restrictions. Therefore, the dredging company will be expanding operations for the future.

Reward – Dave Taliano The lake must always wait until after July 1st after the fish spawning is finished before applying the herbicide. By that time the Milfoil plants are full grown and going or gone to seed. Other lakes apply the herbicide earlier and Dave asked the District MOE person in charge of the permit if Puslinch could do so also. Unfortunately, Puslinch is a Bass lake and because the Bass make nests in the weeds, July 1st will remain the date to await.

Township Council Meeting – Art Zymerman Art presented the PLCA application for $25,000 to the new mayor and council and all are unanimously in favour of granting the PLCA the funding. Councillor Ken Roth called later to confirm the grant of $25,000. Art mentioned to council that the PLCA is discussing possible continuation of dredging and council said to come back for more funding in future. Council is 100% supportive of the PLCA work plus they like the way the Home Tour with boats plus weddings at Puslinch Chapel followed by wedding reception at the Old Marina Restaurant Dockside followed by boat tours showcases the lake and township. Art invited council and mayor to PLCA Board and Town Hall meetings.

Wellington County Grant – Art has had no response to the PLCA application thus far.

Fundraising – Kathleen Zymerman Home Tour – 5 homes are chosen. Maureen Hackbart is trying to come up with an idea of how to tackle getting sponsors for each home as done with the boats. St. Paddy’s – Larry and Maureen Hackbart had a meeting with PLCA members interested in this event. It will be at Dockside where the PLCA gets a large portion of the proceeds collected by the Old Marina Restaurant. Tickets are $40 per adult and $10 per child. We need to start promoting the event.

Treasurer Report – Lorne Wallace Lorne lunched with Gord Smith, the 2018 Harry Gingrich Award recipient. Gord returned the award to Lorne and they got permission to display the award at the Old Marina Restaurant. Lorne handed out Donation Receipts plus Donation Forms to area reps to distribute to their area donors. Lorne updated the “heat maps” to neutral for 2019 and will commence colouring in residential property as donations are made. Lorne handed out the Month End Financial Statement to the board plus his 2019 Budget. The budget goal is to break even because of the PLCA charity status. McCormick Point raised the most in donations.

Town Hall Meeting – tentatively set for Tuesday, May 14th. Larry Hackbart will ask Old Marina Restaurant manager if this date is OK. Paddle Gala – Sarah Hammell Sarah volunteered to spearhead this event in July/early August and wants to invite Big Brothers/Sisters.

Home Tour – Donna O’Krafka Donna handed out a draft brochure showing the display homes for 2019. Lorne Wallace’s son who is a realtor will sponsor the brochure. Larry and Maureen Hackbart will do the signs. Donna handed out the following so that others can do what she has been doing.

There have been requests that tickets be available online. It is not possible at this time. Discussion: to increase ticket price to $40.00.

Website – Doreen Tschanz Doreen was asked to check the website for any mistakes. No criticism is directed to Meredith Wolf who has been brave enough to take on the website for the PLCA. But there are some mistakes that Doreen saw. Unfortunately, Meredith could not attend this meeting. She is new to the lake and we just want to give her some guidance. Doreen asked that the board check out the website as it is changed significantly and discuss it at the January meeting. Others present asked that the PLCA history should have a section. Doreen and others suggested that the Mission on the PLCA 2002 Bylaws should be corrected and Lorne Wallace agreed as it is important for our Charity Status.
Here is the Mission: The Puslinch Lake Conservation Association was established for the following purposes: To organize or participate in environmental projects designed to: Preserve and protect flora and fauna; Preserve, protect and restore rivers; or Improve the urban environment. To educate and increase the public’s understanding of the environment and its importance by offering courses, seminars, conferences and meetings and by collecting and disseminating information on that topic. To develop and provide programs promoting the protection and preservation of the environment through re-use, reduction, recycling and recovery of waste and to educate institutions, industries, businesses and individuals about the efficient waste management systems. To conduct research relating to the environment and to disseminate the results of such research.

Treasurer Report – Lorne Wallace Lorne handed out his Financial Report – Nov. 30, 2018. He also reported that his “heat maps” were effective to show neighbours the donation payments. More individual donations have been made.

Robin Puskas reported investigating the EA study regarding the Regional wells. He said that resident comments were absent and that current lake level statistics were also absent. He was going to report these discrepancies to the proper authorities.

Info Booklet – Donna McKenna, Michel Thibault, Kathleen Zymerman

This was initially a welcome package that has been expanded to include important info regarding all aspects and activities of the PLCA. It will be on the website plus in print. McClintock Ski School offered to sponsor the printing. The purpose is to hopefully eliminate misinformation and non-information.

Survey Results – Mel Spencer 244 surveys were distributed – 160 returned – most had names filled in Many important ideas were suggested – fall events and winter events that are community and family

oriented. Mel will ask the suggesters to host the events.

Questions were asked and the FAQ’s will be added to the Info Booklet.

Positive info – number of pontoon boats. New mail addresses, new volunteers and the most popular swimming areas are Big Island and the McCormick Point deep hole

Calendars – Donna O’Krafka Donna presented 100 calendars – 40 were already sold at a cost of $439.

Permits – Dave Taliano

  1. MNR – There is a new employee who cannot find a copy of the 2013 issued permit to use as a guide. When we find it, then there will be a meeting with Dave and Stan Denhoed.

2.GRCA – another new contact surprised Dave to inform him that the Land Use Permit expired

November 1. Dave was unaware of such a permit but will be meeting with this person early December.

Dredging Report – Dave Taliano

This went well with the most mud encountered thus leaving a wall of mud around the dug area. Another year could be spent in this area because of the amount of mud. The area dredged includes the whole south shore. This area community had a very well-organized meeting thanks to Sarah Hamill. The intimacy of a specific residential lake area brought out many questions and all the residents who normally would not have attended a general meeting.

University Connections – Jaime McClintock When talking to professor, his priorities were the need to know Phosphate and Nitrogen plus E. coli levels around the lake due to residential fertilizing and septic systems. Also, the need for natural vegetation to filter at shorelines. Undergraduates can be hired for free to monitor such needs and if there are any spikes in levels, the trouble residents can be then targeted. GRCA has grants available and likes the fact that we would be using the University and undergraduates. Aeration – the boat traffic is sufficient but if individuals want to use it then OK Weed harvesting – is OK for individuals and is like cutting the lawn Dredging – Mother Nature likes to eutrofy lakes so that it will be an ongoing fight to prevent. New Ideas – In Australia some lakes have had silt covered to seal the lake bottom to slow down plant growth.

NOTE: If students are hired in summer, they must have access to the PLAMP (Puslinch Lake Adaptive

Management Plan) so that they are aware of past studies and remedial plans.

Treasurer Report – Lorne Wallace The board received the monthly report. Lorne stressed that the PLCA needs to fundraise $20,000 to pay for 2018 dredging. To do so he made Hot Maps of the properties in each lake residential areas.

Properties that have donated get coloured in. This hopefully is an incentive to get 100% response with no matter to the amount of each donation. Grants – Art Zymerman applied for $15,000 from Wellington County.

Calendars – Donna O’Krafka offered to make a 2019 calendar. She was hoping that they would be a bigger seller. The area reps need to sell more.

Township Grant – Art Zymerman sent a letter but the township office mailing address changed but Karen Landry contacted him and all is well …...we are on the budget list for review

Dredging – Dave Taliano All is very well with more mud than in Mitten Bay…...it is dense and massive…. the dredge gets stuck often because of so much mud. Wind can be a problem and blow dredge toward rocks at small islands.

The GRCA and MNR permits need to be renewed…. the board needs to decide what to do …the MNR permit will be costly as Stan Denhoed needs to get an engineer approval……do not know if MNR will have new requirements

Northshore must be done in 2019 and permits will be necessary

The board will prepare a decision for the permits at the November meeting.

Stan Denhoed or Dave Taliano needs to contact MNR to ascertain their requirements for 2019 permit so that we know if he can copy & paste current permit which will be less money for Stan to do.

TREASURER REPORT – LORNE WALLACE Lorne assembled a donor list with Larry Hackbart’s help to recognize donors from the Home Tour boats. HST refund money was received.

Bottomline: PLCA needs to raise money because of a deficit. Lorne asked if an Eblast could ask for money and suggested that any area rep who was uncomfortable asking residents for money to call him and he would help…...reps need to have a conversation with residents

Valentine Show Website – Donna O’Krafka Donna introduces Meredith Wolf as a volunteer to takeover the website. The board accepted. Rookie of the Year Award – Lorne Wallace suggested initiating this award to go with the Harry Gingrich Award.

University Involvement – Lorne Wallace suggested that a board member take this on to get universities involved to do research and data collecting for the lake. Jaime McClintock volunteered to do so …...send her data already recorded.

Hoe-down – made a profit of $6000+ - all tickets were sold out and other tickets were used. The Tschanz farm will host the 2019 Hoedown.

Survey – Mel Spencer

Mel presented a draft double-sided survey with a cover letter with resident’s name, list of residents for tracking returns and a donation form.

Discussion: The consensus was that resident names not be on the survey as residents may be reluctant to fill it out then…Also, no donation form to be included.

Trailer Park – Jaimie McClintock

There will be a dozen Park Trailers replacing travel trailers in the park. Jaimie said that these summer homes are substantial price tag bringing a different level of park residents to the McClintock Park. She believes that these new summer residents will want to be a new lake area with their own rep on the PLCA board of directors.

Dredging Report – Dave Taliano

The massive floating weeds with roots is a province wide phenomena.

Rain has raised the lake level somewhat make dredge navigation better and allowing heavier loads. The site has massive and good mud with ridges. We are at halfway point for this year dredging. Then private south and east shore dredging begins.

Dave wants to emphasize and have Mel Spencer E-blast a warning to boaters that the dredge is bringing up 20-40-foot submerged old old trees that sometimes escape, float off and submerge again causing boating hazards in the south shore slalom course area.

The tug needed repair after taking out back end on a rock.

Approximately 400 rock truck loads of material have been removed to the pit,

Bottomline – 2018 has been a good year for dredging but soil sales are in a slump.

Calendars – the board needs to know if this is a profitable venture and then decide whether to have 2019 calendars.

Big Island Stewardship The island is owned by the Heritage Foundation and currently GRCA is the steward. The GRCA has asked the PLCA to take over this job but the draft contract has some draw backs:

  1. the PLCA would need Liability Insurance

  2. Fauna and vegetation would need to be inventoried.

The benefit of becoming Steward of Big Island would enhance the PLCA as a charitable organization that would be manager of a piece of land.

Township Grant Application – Art asked Councillor Roth if he should send a letter to the Township Council to let them know that he will be asking for a grant again this year. The Councillor said to do s

Donna is the new Vice President elect at the 2018 AGM. Her main interest is for the rejuvenation, restoration and support of the lake. She generously donates to 100% of all lake events where funds can be raised for the betterment of it. Donna takes time to relax at her condo in Florida for the winter months.

Lorne graduated from the University of Toronto with a Bachelor of Commerce degree and trained as a Chartered Accountant with Ernst & Whinney. Lorne now serves as Treasurer on the PLCA Board. He is the Executive Chairman and Founder or Lone Wolf Real Estate Technologies. He started Lone Wolf in 1989, specializing in real estate brokerage accounting. Lorne previously operated a real estate brokerage accounting practice for over 20 years. Lorne lives on Eagle Lane on the lake with his wife Kelli. He enjoys reading, gardening and working on his home, including a “zen” garden project.

Jaime is one of the newest members on the PLCA Board. Born and raised in Alberta, Jaime had a professional background in Hospitality Management before moving to Orlando, Florida with her husband, Jason McClintock. Since 2013, Jaime and Jason have been spending their summers on Puslinch Lake, running the McClintock’s Water Ski School & Club and Coaching the Ontario Water Ski Team. Her greatest passion is her 2 young children, Jaxson and Julia, their 2 small dachshunds, Ronnie and Sasha, and enjoying the breathtaking sunsets on the lake with her husband, wine in hand! She is an active volunteer for both Water Ski and Wakeboard Ontario and Canada.

Art was elected as the 2018 President of the PLCA, previously he was President from 2010 - 2015 and has served the Board for 12 years. He previously held positions as Vice President and Treasurer. His interests are waterskiing, snow skiing, football and family. Art and wife Kathleen enjoy their grandchildren and they all love the lake!

Sarah is a new PLCA board member but grew up in the Puslinch area.  She remembers what the lake used to look like as a child and is a strong supporter of the lake restoration projects because of the great results.   Sarah started and has funded the PLCA donation flag campaign to help give donors a gift back for their monetary contribution and to unite the community.   She welcomes suggestions on the new 2019 flag design and colour.  Sarah has her Bachelor of Commerce degree from the University of Windsor and works for a local medical distribution company.  She has been married for over 15 years to her husband Cliff and has two children, Stuart and Annabelle.  In her spare time, Sarah enjoys to sail, ski, garden and travel.    Her attendance at every PLCA meeting may not be perfect however, she can be found volunteering at every PLCA event.
